What is a free computer background?

It means that it is possible to download any free background and use it on any personal computer with any operation system (MS Windows, Linux or Apple MacOS).
There are many formats of free backgrounds. Widescreen free backgrounds are backgrounds with 16:10 or 16:9 aspect ratio. These free backgrounds fit in HD displays, TVs and especially widescreen LCD/OLED displays. There are many widescreen resolutions. The typical ones are 1280 x 720 (called HD or 720p) and 1680 x 1050 and 1920 x 1080 (also called HD or 1080p). Classic 4:3 aspect ratio is used on CRT monitors and some LCD/OLED displays. The best known 4:3 aspect ratio resolution is 1024 x 768 pixels. If any free background doesn’t fit your screen, use your OS display properties to adjust it. Remember, all the mentioned alternative free backgrounds use much more CPU and memory resources. We strongly encourage you not to use any of the alternative backgrounds method listed.

To be more specific in 1975 was the first background used in the Officetalk (office package by Xerox). Nowadays is changing background a must in any operation system.
